FT piece against net neutrality

Opinion piece at the Financial Times Comment - Debate over ‘net neutrality’ is misplaced, Robert Hahn and Scott Wallsten argue that most American cities have multiple broadband providers as an argument against Federal intervention in the net neutrality debate. I am not sure I'd agree, here in NYC at the consumer level we really have two providers, the incumbet phone company (Verizon) and the cable franchise (either Time Warner or Cablevision, they do not overlap). While there are multiple ISPs available, each ISP traverses either the local telco's lines, terminating in the telco's central office, or traverses the cable companies' cables.
